Petals

From Heidi Coghlan, for About.com

Definition:

Petals are awards for Daisy Girl Scouts. Each petal is a different color representing a different part of the Girl Scout Law. They are awarded for completing activities that help the girls learn the values in that part of the Girl Scout Law. They are placed around the Daisy Promise Center on the girls' uniforms.
